Yesterday I went to Swindlers Den without talking to the imprisoned Alik'r just to see if Kematu and the other Alik'r would be there. They were so I just killed them anyway. The quest is marked as complete, and "Kill or talk to Kematu" is marked as complete, but "Kill Kematu" is not.
