Cape of legends osrs

OSRS is the official legacy version of RuneScape, the largest free-to-play MMORPG. Legends Cape is currently hard to get and useless, lets make it useful! I like the idea of making the cape a little better, but an outright buff (to something so legacy) I don't believe is the best way to go about it.
